Related issue: #54013

fleetctl gitops --dry-run now fails when an app_store_id under software.app_store_apps is not available on the VPP account, with the same requested app not available on vpp account error the real apply returns. Before this change the dry run returned success before looking at Apple's asset list, so a wrong or unlicensed App Store ID passed CI and only failed during the real apply. When the failing app belonged to a fleet that was being added to the VPP list, fleetctl's two-pass re-apply had already cleared the other VPP fleets' App Store apps before it stopped, which is the incident behind #54013.

Two paths are covered in BatchAssociateVPPApps:

  • Existing team. The dry-run early return moves below the existing vpp.GetAssets availability check. The check is read-only, so nothing is written on a dry run; it just runs before returning.
  • Team that does not exist yet. The dry run used to return immediately when TeamByName came back not found, because the team's token cannot be resolved before the team is created. It now validates the requested Apple apps against the assets of every unexpired VPP token, and returns the same error when an app is available on none of them. When no token exists at all it keeps the previous behaviour and skips, since the real apply already reports the missing token. Play Store entries are not VPP assets and are ignored.

This addresses the "not alerted to in a dry run" half of #54013. #54023 adds the same check as a visible step in the GitOps repository template, for servers that predate this change. The graceful-failure half (the real apply halting and leaving other fleets without their apps) is not changed here.

  • Input data is properly validated, SELECT * is avoided, SQL injection is prevented (using placeholders for values in statements), JS inline code is prevented especially for url redirects, and untrusted data interpolated into shell scripts/commands is validated against shell metacharacters.
  • Timeouts are implemented and retries are limited to avoid infinite loops (no new loops or retries; the added asset lookup uses the existing vpp.GetAssets client)

Testing

  • Added/updated automated tests
    • TestBatchAssociateVPPAppsDryRunReportsMissingAssets: existing team, dry run, licensed app passes and nothing is written; unlicensed app returns the same 422 as a real apply.
    • TestBatchAssociateVPPAppsDryRunNewTeamReportsMissingAssets: team not found, dry run, licensed app passes, unlicensed app fails, Play Store entry ignored, real apply for a missing team still returns not-found.
    • TestGitOpsTeamVPPApps: two new table cases run fleetctl gitops --dry-run end to end against the mock server, one with an available app (passes) and one with team_vpp_invalid_app.yml (fails with app not available on vpp account). The existing wet-run cases are unchanged.
  • QA'd all new/changed functionality manually
    • Reproduced the original gap against a Fleet Cloud tenant on 4.92.0: a PR adding a fleet with an App Store ID whose license had been bought for a different app passed the dry run, then the apply failed with requested app not available on vpp account after the VPP re-apply had removed the other fleets' App Store apps. With this change the same configuration fails at --dry-run.

Notes for reviewers

  • The dry run for an existing team now makes one extra outbound call to Apple's VPP asset service per team with Apple apps, the same call the real apply already makes.
  • For a not-yet-existing team the dry run calls GetAssets once per unexpired token. Orgs with several tokens pay a few extra calls per new team on dry runs only.
  • Existing tests that run --dry-run with app_store_apps for new teams against a mock store whose ListVPPTokens returns nothing keep their previous behaviour because of the no-token skip. Tests that do return tokens will now validate the requested IDs against the fake VPP server's assets (1 and 2 in StartAndServeVPPServer).

Summary by CodeRabbit

  • Bug Fixes
    • Dry runs now check whether Apple apps are available through unexpired VPP tokens, including when the team does not yet exist.
    • Dry runs report unavailable apps and expired-token errors without creating or assigning apps.
    • Dry runs also validate app versions, categories, platforms, and update windows before reporting whether the requested changes can be applied.
    • New-team dry runs require global VPP-app write access to check token availability; Android apps are validated without Apple asset checks.

Walkthrough

Dry runs now check whether requested Apple apps are available in VPP assets for existing teams and teams that do not yet exist. For new teams, the service validates authorization and payloads before reading tokens. It handles expired tokens and asset retrieval failures. The service returns errors for unavailable apps and performs no mutations during dry runs. GitOps integration tests cover successful and failing dry-run cases.

`fleetctl gitops --dry-run` returned success before checking whether the
requested App Store apps exist on the VPP account, so a wrong or
unlicensed app_store_id passed CI and only failed during the real apply.
When the failing app belonged to a team newly added to the VPP list,
fleetctl's two-pass re-apply had already removed the other teams' App
Store apps before it stopped.

BatchAssociateVPPApps now runs the asset availability check before the
dry-run early return for existing teams, and for a team that does not
exist yet it validates the requested Apple apps against the assets of
every unexpired VPP token, returning the same "requested app not
available on vpp account" error the real apply returns. With no token
at all it keeps the previous behaviour and skips. Play Store entries
are ignored.

Adds unit tests for both paths and two dry-run cases to the gitops VPP
integration test.

The dry run for a team that does not exist yet reads assets from every VPP token, but it returned before the SoftwareInstaller write check because that check needs a team ID. A user who could read teams but not write software could use it to probe which App Store IDs the org has licensed. Authorize a global VPP app write before listing tokens, and cover the role matrix in a test.
The dry run for a team that does not exist yet skipped the per-payload checks, so an unsupported platform, a Fleet agent package, or an empty category passed the dry run and failed on the first real apply. Move the team-independent checks into a helper shared by both paths, and stop skipping non-numeric App Store IDs so they are reported as missing the same way a real apply reports them.
BatchAssociateVPPApps now compares version names in MySQL before the asset check, on dry runs too, so the existing-team dry-run test needs the datastore mock for it.
Main added version-name limits, the mixed named and unnamed entry rule, the iOS auto-update window check, and the collation comparison of version names to BatchAssociateVPPApps. None of them needs the team, so move each into a helper shared with the dry run for a team that does not exist yet, and mirror the platform expansion there so the iOS window check applies to an app with no platform the same way it does on apply.
…wers

The dry run for a team that does not exist yet reads every unexpired token, including ones the team will never be assigned to. A token revoked in Apple Business Manager but still unexpired in Fleet made every such dry run fail. Skip a token whose assets cannot be fetched, log it, and fail only when no token answers.

@jkatz01 thanks for the review. Pushed the changes:

  • Added the VPPApp write authorization before dryRunValidateVPPAssetsForNewTeam, so the new-team dry run can't be used to read VPP assets without software write access. Covered with a role-matrix test.
  • Also took the optional one. The new-team dry run now runs the same team-independent payload checks as the apply (platform, Fleet agent prefix, categories, version names, iOS auto-update window, collation of version names), sharing helpers with the main loop so they can't drift.
  • One behaviour change worth a look: when several tokens exist, a token Apple rejects is skipped as long as another token answers, and the dry run only fails if none do. Fail-fast would have blocked every new-fleet dry run in an org on one revoked token. This is primarily common for regional based application deployments or for apps that are not globally available in the app store.

Rebased onto main. Heads up that lint is red for a reason unrelated to this PR: server/datastore/mysql/vpp_test.go:1419 calls InsertVPPAppWithTeam with three arguments after #54590 changed it to four, and #55006 merged the call. Main's own golangci-lint run on 2b77376 fails the same way. It's a trailing , nil at that call site. Happy to open a one-line PR for it if that's easier than fixing it on your side.

The httptest handler runs on its own goroutine while the test goroutine reads and resets the counter, which the race detector can report.

Adds Fleet's November 2026 newsletter
(`articles/newsletter-2026-11.md`), which covers October 2026. It
publishes at `fleetdm.com/newsletters/newsletter-2026-11`.

- **Email subject line:** `Fleet news: November 2026`
- **Category:** `newsletter`, singular, which the website build accepts

- **Author:** Aube Paul (`robinedev`), matching the September and
October issues.

## Open questions for reviewers

- **New "📺 Fleet Virtual Summit" section** for the November 10 LinkedIn
Live event, placed before workshops. Keep it or fold it into the
workshops section. If it stays, it's a new entry in the newsletter's
section emoji table.
- **The roadmap preview is linked even though November isn't a quarter's
first month.** The October preview published October 13, after the
October issue went out, so readers haven't seen it in the newsletter
yet.
- **Article and guide picks are editorial**, not based on traffic
numbers. Reorder them if you have analytics. There were no case studies
in October.
- **The community section has one post, and it's personal.** Henry
Stamerjohann's MacSysAdmin talk. Fleet's company-page post about the
"Apple in the enterprise" research is another option, but it repeats the
research article in "Worth reading." No engagement numbers were
available.
- **Community contributors with five or more merged PRs in October:**
Prajwal Janbandhu (8, in the thank-you line), Michael Alt (6,
highlighted), Dhvanit (6, returning, not named), and Shreyash Agare (5,
returning, not named). Confirm none of them is a contractor whose
account isn't in the org.
- **Several first-time contributors only edited the handbook.** None
appear in Fleet's Slack, so they stay in the thank-you line.

## How each section was sourced

- **Shipped:** the Fleet 4.93.0 and 4.94.0 release articles,
cross-checked against tagged releases. The three highlights are macOS
patch notifications (Premium), Android zero-touch enrollment (Premium),
and self-service configuration profiles (not Premium), so the section
isn't all Premium. Patch releases 4.93.1 and 4.93.2 are covered by the
"See every release" link.
- **Planned:** the release planning board (view 10, filtered to
milestone 4.95.0), not the milestone fallback. There are 22 stories, all
assigned. 5.0.0 is due December 4, so November holds one release.
- **Workshops:** fleetdm.com/workshops, with the next five after the
send date.
- **Community contributions:** PRs merged in public `fleetdm` repos in
October by authors outside the `fleetdm` org, minus bots.

## Left out on purpose

- **"Windows: force standard account"** was in the planned section in
both September and October and hasn't shipped. It's not on the 4.95.0
board, so it isn't mentioned a third time.
- **Multiple versions of the same App Store app** is named in the 4.94.0
release article's title, but the article marks it as moved to 4.95. It's
listed under "Also on deck" instead of "shipped."
- **Amsterdam workshop (November 3):** past by the time this sends.
- **Fleet staff or contractors whose accounts aren't in the org:**
@TraiLynne and @thomcrowe. Both are confirmed in Fleet's Slack.
- **Other October content:** the warehouse inventory article and
Retriever guide, the PHP2Shell and eMudhra pieces, and every `industry
news` article. The routine doesn't feature that category.

## Testing

- [x] Confirmed the markdown passes the website build's metadata checks:
required meta tags, ISO `publishedOn`, description at 139 of 150
characters, `category` set to `newsletter`, H1 matching `articleTitle`,
and no Vue-template braces.
- [x] Verified all 54 fleetdm.com, GitHub, and Eventbrite links return
200. LinkedIn returns 999 to automated requests, so the profile links
come from the handbook and the post link was opened in a browser.
- [x] Checked the copy against Fleet's content style: no em dashes,
sentence-case headings, Oxford commas, and Fleet Premium labels carried
through from the release articles.
- [ ] QA'd all new/changed functionality manually
