Allow labels on different fleets to share names - #57519
Labels on different fleets can now share a name. A name still can't be used by both a global label and a fleet label.
Label name lookups for policies, reports, profiles, software, and live reports resolve within the entity's fleet.
Delete label by name is removed in favor of delete by ID (older fleetctl must be upgraded for GitOps), and lookups by name alone that match several fleets return 409.
Applying label specs takes labels_to_move (each name with the fleet it moves from) instead of names_to_move.
Note: a label name shared by several fleets doesn't identify one label on its own, so fleetctl get label (GET /api/v1/fleet/spec/labels/{name}), fleetctl hosts transfer --label (POST /api/v1/fleet/translate), and global policies and reports applied via spec return 409 (More than one fleet has a label named "X".). #57628 tracks replacing the two name lookups.

Labels on different fleets can share a name; a name still can't be used by
both a global label and a fleet label. Label name lookups resolve within the
entity's fleet, delete label by name takes fleet_id, and lookups by name alone
that match several fleets return 409.

Labels can now share names across fleets, while names remain unique within each fleet and between global and fleet labels. Label lookups and consumers resolve names by scope or report ambiguity when a single match is required. GitOps label moves carry source fleet IDs, and label deletion uses IDs instead of names. The name-based delete endpoint is removed.

Explanation
Issue #53801 requires ambiguous name-only lookups to return the required conflict when one name matches labels in multiple fleets. NewDistributedQueryCampaignByIdentifiers calls AllLabelIDsByName, appends every returned ID, and states that every matching fleet is targeted. The current test covers only zero, one, and missing labels. The change summary supports the other requirements, including scoped uniqueness, cross-scope conflicts, ID deletion, migration, and structured label moves.
Resolution
Change NewDistributedQueryCampaignByIdentifiers to reject a name that resolves to multiple visible labels with the existing ambiguous-label error, or apply an explicit fleet scope. Add a test that verifies the required 409 response for a shared name.

Match requested label names to stored names case-insensitively before the missing-label check.
The label lookup treats engineering and Engineering as the same name, but the missing-label check does not. A request for engineering returns a 400 invalid labels error when the only visible label is stored as Engineering. Map each requested name to the matched stored name before calling DetectMissingLabels.

Widen labels.name so set-aside names fit.
Name validation accepts up to 255 characters, but a label moved across the global/fleet boundary gets __team_<id> appended. The labels.name column is varchar(255). A name longer than 247 characters overflows with a one-digit team ID. The rename then fails in strict SQL mode, and it truncates in non-strict mode, which removes the suffix.
Shortening the suffix does not fix this. Any suffix on a 255-character name still overflows. Widen the column instead. A team ID is an unsigned integer, so the suffix is at most 17 characters. A width of 272 fits every permitted name and suffix. Keep LabelNameMaxLength at 255 so input validation does not change.

Match label names case-insensitively when computing moves.
When a run removes global Engineering and adds fleet label engineering, computeLabelMoves records no move. The fleet apply then fails with the global-name conflict error. Fleet and global labels should be matched with the database collation, and the normalized names must also be used when the set-aside and delete steps look up labels.

Cover multi-ID label targeting in the name-based campaign test.
The valid label case uses a fixture that returns one ID for label1, and the loop asserts only the error. A regression that drops every label ID after the first would still pass. Return two IDs for the shared name, and record the fleet.HostTargets value that reaches the datastore so the test can assert LabelIDs.
Also capture targets.LabelIDs in a mock that receives fleet.HostTargets, such as ds.HostIDsInTargetsFunc, and assert that it equals []uint{1, 2}.

Profile error text misreports an existing accented label as missing.
batchValidateProfileLabels reports Label "resume" doesn't exist when the stored label is résumé. foundLabelNames compares lowercased names, so it does not match the accent-insensitive database match. The request is still rejected afterward by the exact-name lookup in loadLabelsFromNames, so the error text is the only changed outcome. Compare the stored label name in the error, or accept accent-equivalent names consistently across foundLabelNames and loadLabelsFromNames.

- Check global/fleet label name conflicts in SQL during spec apply, so
collation-equal names (trailing spaces, accents) are caught.
- Replace names_to_move with labels_to_move, which pairs each name with the
fleet it moves from, so a global apply only sets aside those fleets' labels.
- Treat labels kept outside GitOps as blocking a global label's name.
- Return 409 for pack label targets and translate lookups that are ambiguous,
and resolve a translate case variant to its label.
- Rebuild the existing label lookup on each transaction retry.
Global and fleet labels can share a name: addressed in d3d7d31.
Referenced label moves fail at cleanup: skipped. In a full GitOps run, every fleet in the run is re-applied before the old label is deleted, so its profile, declaration, and software references move to the new label (covered by TestGitOpsLabelMoveWithProfileReference). Only fleets outside the run keep the old reference, which predates this PR; tracking it as a follow-up.
Applying a pack with a shared label name fails: addressed in d3d7d31. It returns a 409 instead of resolving packs to global labels only, so existing packs that target fleet labels keep working.
Moving a name to global renames other fleets' labels: addressed in d3d7d31. names_to_move is now labels_to_move, which pairs each name with the fleet it moves from, and a global apply only sets aside those fleets' labels (409 otherwise). Labels kept outside GitOps now block the name too.

LabelIDsByName misses ambiguous names that differ only by case or accent.
The duplicate check compares the returned label.Name strings as exact Go map keys. The SQL IN match uses the column collation. Engineering and engineering, or Café and Cafe, can therefore match the same requested name. When such labels sit on different fleets, the method returns both rows under different keys and does not return a conflict error. The interface comment at server/fleet/datastore.go:326-327 says the method returns a conflict error when a name matches labels on several fleets.
Detect ambiguity from the database match, not from the returned string. For example, count the rows that each requested name matches in the query, and return fleet.NewAmbiguousLabelNameError when a requested name matches more than one row. Keep AllLabelIDsByName unchanged.

Match move names to stored labels with the column collation.
A move name that differs from the stored label name only by case or accents fails the source-fleet check. SetAsideLabels selects the row with the collation-aware name IN (?) query, then looks up fromFleetIDs[label.Name] with the exact move string. The lookup misses, so a valid move returns a ConflictError. Compare names with the same collation as the query, or match each move to its row in SQL on name and team_id.

Skipped: fleetctl only records a move when the YAML name exactly matches the label stored on the fleet, so the move name is always the stored spelling. A case or accent variant from another caller gets a 409 and nothing is renamed.

Reject from_fleet_id on fleet label applies.
SetAsideLabels uses from_fleet_id only when applying global labels. On a fleet apply, it ignores the field and renames the same-named global label. Return an error when a fleet apply includes from_fleet_id, so the request cannot name a source that the server does not use.

Update the fleet-label apply path that calls SetAsideLabels to reject requests
containing FromFleetID with an error before applying labels. Preserve
FromFleetID handling for global-label applies, where it is used to select
fleets’ labels to set aside.

Skipped: fleetctl only sends from_fleet_id when applying global labels. On a fleet apply it doesn't change what's set aside (the global label), so rejecting it would only add a check to an internal endpoint.
Compare labels_to_move names with the database collation.
The move subset check in ApplyLabelSpecs matches names with exact Go string comparison. A move name that differs from a spec name only in case or accent fails with HTTP 409. SetAsideLabels matches the same names with the database collation, so the move can succeed there. Compare names the same collation-aware way in both places.

Update the move-subset name check in ApplyLabelSpecs to compare label names
using the same database-collation-aware mechanism as SetAsideLabels, so case- or

rather than exact Go string equality.

Skipped: this exact-name check predates this PR (it's on main for names_to_move), and fleetctl's move names exactly match the spec names. A variant fails with a 409 before anything changes.

🟡 Changes recommended
Critical label-resolution and migration defects can bypass ambiguity checks, silently broaden report or policy targeting, and commit invalid cross-scope name collisions.
Allows labels on different fleets to share names while preserving uniqueness within each fleet and preventing global/fleet name conflicts, addressing #53801.
Changes:
Replaces globally unique label names with fleet-scoped uniqueness and datastore conflict checks.
Updates label resolution, deletion, and ambiguity handling across policies, reports, profiles, and live queries.
Adds source-fleet information to GitOps label moves and expands regression coverage.

Skipped: with case-variant labels on two fleets, the move fails with a 409 and nothing is renamed. Renaming one fleet's label first works. Matching label names case-insensitively everywhere is a separate follow-up.

- Add resolveLabelNamesTx, which resolves each label name to the one label an
entity can see, matching names in MySQL so case, accents, and trailing spaces
compare the way the database does. No match is not found; several are a 409.
- Use it for report and policy labels. Global policies and reports now get the
409 for repeated or case-variant names that several fleets use, and a report
no longer drops a label that only another fleet has.
- Check a set-aside name against labels on the other side of the global/fleet
boundary before renaming.
- Return a 409 from LabelByName when a name matches several labels.

Batch the label-name lookups in resolveLabelNamesTx.
resolveLabelNamesTx issues one SELECT per distinct name. Policy and report applies call it inside their transactions, and no validation caps label names per scope. Transaction time grows with label count. Resolve each scope with one IN query, and keep the ambiguity check and the collation-based name matching.

Update resolveLabelNamesTx to batch missing label-name lookups for each scope
into one IN query instead of issuing a SELECT per name. Preserve the existing
scope filter, collation-based name matching, and ambiguity check when mapping
query results back to names.
Build the policy_labels insert without string concatenation.
The new insert at server/datastore/mysql/policies.go:223 joins SQL text with + and strings.Join. The joined fragments are the static literal (?, ?, ?, ?), and all values are bound as arguments. No user data enters the SQL text. Build this statement with goqu, as the datastore convention directs, or keep the concatenation and treat it as a documented exception.
As per coding guidelines: "NEVER use string concatenation for SQL — parameterized queries only" (server/**/*.go).

Scope the REPEATABLE READ transaction to label writes instead of changing WithRetryTxx.
Label create, update, move, and spec-apply transactions call checkLabelNameAcrossScopesTx under ds.withRetryTxx, which starts transactions at the server default isolation level. Under READ COMMITTED, the absent-row SELECT ... FOR UPDATE takes no gap lock. A concurrent global create and fleet create with the same name can both pass the check and commit. Their unique keys differ, so the index does not reject the duplicate.
Changing the shared WithRetryTxx affects about 230 withRetryTxx call sites in the MySQL datastore. Add an isolation-aware variant and use it only for the label-name transactions.
Suggested fix
server/platform/mysql/retry.go:
// WithRetryTxx provides a common way to commit/rollback a txFn wrapped in a retry with exponential backoff
func WithRetryTxx(ctx context.Context, db *sqlx.DB, fn TxFn, logger *slog.Logger) error {
+ return WithRetryTxxOptions(ctx, db, nil, fn, logger)+}++// WithRetryTxxOptions is WithRetryTxx with explicit transaction options. A nil opts uses the server default.+func WithRetryTxxOptions(ctx context.Context, db *sqlx.DB, opts *sql.TxOptions, fn TxFn, logger *slog.Logger) error {
operation := func() error {

Related issue: Resolves #53801
Labels on different fleets can now share a name. A name still can't be used by both a global label and a fleet label.
Label name lookups for policies, reports, profiles, software, and live reports resolve within the entity's fleet.
Delete label by name is removed in favor of delete by ID (older fleetctl must be upgraded for GitOps), and lookups by name alone that match several fleets return
409.Applying label specs takes
labels_to_move(each name with the fleet it moves from) instead ofnames_to_move.Note: a label name shared by several fleets doesn't identify one label on its own, so
fleetctl get label(GET /api/v1/fleet/spec/labels/{name}),fleetctl hosts transfer --label(POST /api/v1/fleet/translate), and global policies and reports applied via spec return409(More than one fleet has a label named "X".). #57628 tracks replacing the two name lookups.Checklist for submitter
