Drop 2017 pack tables and remove pack datastore code and types - #57657
Delete the pack datastore layer, the pack-only scheduled query methods, the pack caches and the Pack types now that nothing calls them, and add a migration that drops packs, pack_targets and scheduled_queries after logging the names of any 2017 packs it removes. Guard the 2021 team schedule rename data migration so fresh installs, where the table is already gone, still migrate.

Breaking Changes
Upgrades remove legacy pack and scheduled-query data, including the packs, pack_targets, and scheduled_queries tables. Names of deleted 2017 packs are logged.
Pack management and pack-based scheduled-query capabilities are no longer available.

1. A modified test still creates its query with a detached context 📘
Description
In TestDirectIngestScheduledQueryStats, the edited line calls `s.ds.NewQuery(context.Background(),
...) and this PR changes its assignment from := to =. The test has t` in scope (it is used in
require.NoError(t, err) on the following lines), so the query context should derive from
t.Context(). The same convention applies to any future call in this test that uses
context.Background().
Agent prompt

## Issue description
The edited line in `TestDirectIngestScheduledQueryStats` calls `s.ds.NewQuery(context.Background(), ...)`. The test method has `t *testing.T` in scope, so the context should come from `t.Context()` per the repo test convention.
## Fix Focus Areas
- server/service/integration_core_osquery_test.go[408-408]
## Recommended Fix
Replace `context.Background()` with `t.Context()` in the `s.ds.NewQuery` call on line 408. Also check the other `context.Background()` calls in the same test that this PR touches, and switch them to `t.Context()` where they are in the same method.

View medium (1) 2. Pack names can disappear from upgrade logs 🐞
Description
Up_20261104214133 treats tableExists(tx, "packs") == false as proof that there are no pack names
to log, although the helper also returns false when its metadata query fails. If that check fails
while the table still exists, the migration skips name collection and proceeds to drop the table,
leaving no record of which 2017 packs were deleted.
Agent prompt
The issue below was found during a code review. Follow the provided context and guidance below and implement a solution
## Issue description
The pack-table existence check cannot distinguish an absent table from a failed metadata query. A metadata error can therefore suppress the required pack-name log while the migration still deletes the table.
## Fix Focus Areas
- server/datastore/mysql/migrations/tables/20261104214133_DropLegacyPacksTables.go[13-17]
- server/datastore/mysql/migrations/tables/migration.go[197-215]
## Recommended Fix
Use an existence check that returns both a boolean and an error for this migration. Return metadata-query errors before collecting names or issuing any DROP statements; skip name collection only when absence is confirmed.

This change removes the 2017 pack and scheduled-query datastore APIs, data types, MySQL persistence, cache paths, mocks, and related tests. A new MySQL migration logs existing pack names and drops the scheduled_queries, pack_targets, and packs tables. The schema seed records the migration, and an earlier migration skips its pack rename when the packs table is absent.

The table removal is dependency-safe, but a lookup error can allow legacy packs to be deleted without logging their names. Propagate that error before merging, or explicitly accept this bounded audit gap.

Explanation
Issue #57534 has coding requirements. The PR removes the pack datastore, Pack types, pack caches, pack-only scheduled-query methods, mocks, and related generated files. The new migration logs non-empty packs names and drops scheduled_queries, pack_targets, and packs with IF EXISTS; it logs nothing when no pack rows exist. The schema dump is updated. Host, label, and team deletion paths no longer reference pack_targets, and the affected tests are updated. The 2021 team schedule migration now exits when packs is absent. The changes file is present.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue #57534. Cache, mock, schema, generated-file, service-test, and datastore-test updates support removal of the pack layer. The migration guard supports fresh-install compatibility. The configuration comment updates describe the removed cached data. No unrelated product behavior is introduced.

Add a TestUp_20261104214133 test for the legacy pack drop.
Up_20261104214133 logs the names of any packs and then drops scheduled_queries, pack_targets, and packs. No test checks these effects. Use applyUpToPrev and applyNext, and cover three cases:
Populated:packs contains rows. Insert rows into packs before applyNext, then assert the three tables no longer exist.
Empty:packs exists with no rows. Assert the same result.
Absent:packs does not exist. applyUpToPrev leaves packs in place, so the test must remove it first. Drop the dependent tables before dropping packs. With foreign-key checks enabled, MySQL rejects a parent table drop while child tables still reference it.
Absent-packs fixture
funcTestUp_20261104214133_AbsentPacks(t*testing.T) {

applyNext(t, db)
// Assert that the migration succeeds and the three tables are absent.

Restore a real-Redis round trip for the config ETag short circuit.
The removed TestConfigETagRedisShortCircuitWith2017PackRows was the only service-level test that ran GetClientConfigWithETag against redis_config_etag.New. The remaining short-circuit tests use stubConfigETagStore. Its GetETagIfCurrent and GetHostETagIfCurrent ignore the scope and platform arguments. A mismatch between the scope or platform that the service passes on publish and on lookup would therefore fail no service test. The store tests use literal arguments and do not cover the service path. Such a mismatch would make every request miss the short circuit.

Do not skip the pack name check when the lookup fails.
tableExists returns false on any query error, so a failed lookup looks like a missing packs table. The migration then skips the name query and the log line, but still runs all three DROP TABLE IF EXISTS statements. A transient statement error on the lookup can therefore drop 2017 packs without logging their names. Return the lookup error instead of treating it as absence.

Replace the concatenated DROP TABLE statements with literal statements.
The loop builds each DROP TABLE statement by concatenating the table name. The repository's database conventions prohibit building SQL by string concatenation. The table names are fixed values, so this code has no demonstrated SQL injection risk. The problem is the convention violation.

Closes #57534
Delete the pack datastore layer, the pack-only scheduled query methods, the pack caches and the Pack types now that nothing calls them, and add a migration that drops packs, pack_targets and scheduled_queries after logging the names of any 2017 packs it removes. Guard the 2021 team schedule rename data migration so fresh installs, where the table is already gone, still migrate.
