Adds fleet-gitops-export, an agent skill that turns a live Fleet instance into a ready-to-use GitOps repo laid out exactly the way fleetctl new scaffolds it. It's meant to replace fleetctl generate-gitops, which exports the right data in a different layout. generate-gitops is unchanged.

What it does (.claude/skills/fleet-gitops-export/):

  • Preflight: checks that fleetctl has new, that it's logged in as a global admin, the server URL and version, the tier, MDM status, GitOps-mode exceptions, and that the target directory is empty. When fleetctl isn't set up, each FAIL names the missing step (install fleetctl, set the Fleet address, log in to Fleet, reach Fleet) with the exact command. The agent installs fleetctl (after asking) and sets the address itself; the user logs in in their own terminal, so a password or API token never passes through the agent.
  • Scaffold: runs fleetctl new, then scans its output (fleet templates, paths: globs, platforms/<os>/<kind>/ folders). Every destination is derived from that scan, not hardcoded, so the export picks up whatever scaffold the user's fleetctl ships.
  • Export: reads Fleet through fleetctl api, GET only, on an allowlist of the endpoints generate-gitops uses. The skill never sees the API token. It writes a reviewable placement plan that holds no secret values.
  • Place: fills default.yml and the fleet files in place, keeping the templates' comments. Commented-out examples become real settings where Fleet has them, and example data Fleet doesn't have is deleted. It writes .env.example, a README section, and the workflow env: entries.
  • Validate: runs the scaffold's own fleet-gitops validator (scaffolded from fleetctl 4.95.0; skipped with older versions), parses the YAML, checks references and orphans, reconciles the repo against Fleet item by item and field by field (content hashes for scripts, profiles, and DDM assets), and runs fleetctl gitops --dry-run --delete-other-fleets. Reconcile fails on any settings key it doesn't compare and on a $VARIABLE that isn't where the plan put it, and validate fails if a secret value it fetched turns up in any repo file. Secret values go only into that process's environment. Values Fleet can't return (FLEET_SECRET_* variables, masked tokens) come from the exported repo's gitignored .env (or --env-file), which the user fills in themselves, so they never pass through the agent.
  • Report: what was exported per fleet, gaps, variables to set, and the rerun command.

The design choices worth reviewing are in references/mapping.md:

  • Shared platform folders: a fleet keeps a template glob only when it matches exactly that fleet's files.
  • Identical items are written once.
  • Unassigned's controls go in default.yml, because fleetctl accepts controls in only one of default.yml and unassigned.yml. When an Unassigned policy uses run_script or resend_configuration_profile, they go in unassigned.yml instead, because fleetctl checks those policies against that file's own controls.
  • Literal $ is escaped as \$. fleetctl expands $VAR in YAML and profiles, and generate-gitops doesn't escape it.
  • An enroll secret inside a profile or DDM asset (Fleet stores profiles after fleetctl expanded them) is written back as that secret's variable. The collector records only where it appears, never the value.
  • Fleet-maintained app scripts are written only when an admin changed them. Fleet tracks that (install_script_edited, uninstall_script_edited) but the API doesn't return it yet, so a stored script that's close to the catalog's current one is treated as an older copy of Fleet's script, left out, and listed for review; --keep-fma-scripts keeps named ones. The skill uses the flags once the API returns them.
  • Custom packages leave out Fleet's default install and uninstall scripts (matched against copies of pkg/file/scripts, kept in sync by a test), and don't pin hash_sha256 when the URL doesn't name a version; policies reference those packages by package_path.

references/parity-checklist.md compares the two item by item, and references/secrets.md lists every secret.

Guides: the skill's README.md is a step-by-step guide from installing fleetctl to turning on GitOps in CI. articles/export-fleet-to-gitops-with-an-ai-agent.md is a shorter version for fleetdm.com/guides.

Cross-agent: SKILL.md follows the Agent Skills format with an agent-neutral body, and the scripts are stdlib Python 3.9+ that call only fleetctl. .agents/skills/fleet-gitops-export/SKILL.md is a pointer so Codex, Cursor, Copilot, Gemini CLI, and Kilo Code discover it in this repo. This mirrors the fleetctl new template's .agents/.claude arrangement, the other way around. The body avoids Claude-only syntax such as $ARGUMENTS, and the frontmatter has a compatibility field. SKILL.md also covers long-running commands, sandboxes without network access, runs with no one to answer questions, and Windows (py -3). In Claude Code, allowed-tools pre-approves only the skill's own script (via ${CLAUDE_SKILL_DIR}), not every python3 command. A test that runs inside this repo fails if the pointer's frontmatter drifts from SKILL.md.

Found along the way (not fixed here):

  • fleetctl rejects the documented org_settings.yara_rules[].path form as an unknown key, and the inline form fails at apply ("rule entry missing path"). YARA rules can't currently round-trip through GitOps.
  • In .github/fleet-gitops/gitops.sh, the template's commented FLEET_SSO_METADATA line reads FLEET_MDM_SSO_METADATA. The export fixes the copy it writes.
  • personal-mobile-devices.yml in the template has examples pointing at ../lib/ios/..., but the folder is platforms/ios/.
  • The dry run prints "for new fleet" for existing fleets too: both branches print the same message.
  • fleetctl from main (4.95.0) always sends enable_profile_validation (server/service/client.go), so it can't run fleetctl gitops against a 4.94.0 server.
  • The fleet-gitops validator that fleetctl new scaffolds from 4.95.0 flags SQLite's json_each and names defined in a query's WITH clause as unknown osquery tables, and reports each finding once per fleet that references the file.
  • generate-gitops has the same Fleet-maintained app problem: it compares stored scripts with the current catalog's and pins every older copy as a custom script.

Checklist for submitter

  • Timeouts are implemented and retries are limited to avoid infinite loops

Testing

  • Added/updated automated tests: python3 -m unittest discover -s .claude/skills/fleet-gitops-export/scripts/tests (96 tests, offline; passing on Python 3.9.6 and 3.15). They cover $-escaping against a port of fleetctl's expansion, YAML quoting, the read-only guards, path containment, the private work folder, the .env reader and which dry-run values it supplies (including the quoted mask), clear failures when an earlier step's work files are missing, preflight's setup messages, the .agents pointer staying in sync, enroll-secret spans and variables, Fleet-maintained app script classification, default package script matching (and the copies staying in sync with pkg/file/scripts), unpinned hashes and package_path, .deb/.rpm naming, script platform hints, and an end-to-end plan, placement, and reconcile on the real fleetctl new templates, including a feature-rich synthetic Fleet (Apple Business, VPP, EULAs, SSO, setup experience, App Store apps, Android certificates) that has to reconcile with no findings.

  • QA'd all new/changed functionality manually. On a local throwaway Fleet (Premium dev license, Apple and Windows MDM with self-signed certs), with three fleets plus Unassigned and fixtures covering:

    • labels of all three kinds, plus fleet labels;
    • policies with run_script, install_software, resend_configuration_profile, and a patch policy;
    • reports, scripts with name collisions, a script package, a URL package with custom scripts, and a Fleet-maintained app;
    • Apple, iOS, and Windows profiles, a DDM declaration with a custom activation, and a $FLEET_SECRET_ profile;
    • OS updates, disk encryption, the setup script, webhooks, enroll secrets, agent options, and custom host vitals.

The export validated clean and the dry run reported no changes. I then applied the export to that local instance and compared every object before and after: 0 differences. GitOps exceptions and the Free tier were also exercised.

Then a read-only run against dogfood (4.94.0, Premium, Apple, Windows, and Android MDM, five fleets, App Store apps), with fleetctl built at dogfood's revision. It validated clean with no workarounds and the dry run reported no changes. Every fleet's policies, reports, scripts, software, and labels match it-and-security item for item; 41 of 42 profiles are byte-identical, and the 42nd differs only by now using $FLEET_GLOBAL_ENROLL_SECRET where Fleet stores the value. No secret value the skill knows about appears anywhere in the exported repo. Repeated with fleetctl built from main (the 4.95.0 scaffold): the new .agents/skills/fleet-gitops, AGENTS.md, CLAUDE.md, and GEMINI.md come through untouched, the validator runs, and the export passes with a server-matched fleetctl for the dry run. Preflight was run with fleetctl missing, too old, unconfigured, with no or an expired token, and with an unreachable host. ABM-specific settings weren't checked separately, and reading the dry run's values from .env is still covered by the unit tests only. The fixes from the later review rounds (stricter reconcile coverage, the wider secret scan, the Unassigned controls move, multi-package policy pinning) are covered by the unit tests and haven't been re-run against a live Fleet.

AI: Claude Code (claude-opus-5-5)

Summary by CodeRabbit

  • New Features
    • Added a Fleet GitOps export workflow to collect Fleet configuration and generate repository files from a scaffold.
    • Added checks for exported files, configuration differences, environment-variable placement, and potential secret exposure, with optional dry-run validation.
    • Added default package install and uninstall scripts for macOS, Windows, and Linux.
  • Bug Fixes
    • Improved package operations to handle common installer success codes and report failures.
  • Validation
    • Export reports now summarize findings and indicate when validation has not run for the current plan.

…new GitOps repo

Exports org settings, fleets, Unassigned, profiles, scripts, policies,
reports, labels, and software through read-only fleetctl api calls, fills
the fleetctl new scaffold in place, replaces secrets with environment
variables, and validates the result with a repo-vs-Fleet reconcile check
and fleetctl gitops --dry-run. Includes a parity checklist against
fleetctl generate-gitops and an .agents/skills pointer for other agents.

Remove unused imports, make wrapped prose strings explicit, explain the
non-UTF-8 fallback instead of an empty except, and probe for PyYAML with
importlib instead of an unused import. Also rename ambiguous one-letter
variables and an unused loop variable.
- Reconcile now compares contents, not just names: policy, report, and
label fields against Fleet's values, content hashes for scripts,
profiles, activations, and DDM assets, and software by identity and
settings. An unknown inventory kind fails instead of being skipped.
- Refuse plan paths that are absolute, contain .., or escape the repo
through a symlink; skip DDM assets whose names can't be file names.
- Keep the work folder owner-only and refuse one owned by someone else
or a symlink; add a clean command.
- all exits with validation's status.
- Write a dollar sign as \x24 inside double quotes so files with control
characters stay valid YAML; allow tabs in single quotes.
- Fix the checker's env unescape to match fleetctl for even backslash runs.
- Name the fleetctl timeouts and the report's validator cap.
- validate reads values Fleet can't return from the repo's gitignored .env
(or --env-file), since agents often can't see variables the user exports
- clear FAIL when an earlier step's work files are missing, and document --work
- SKILL.md: drop the Claude-only $ARGUMENTS line, add a compatibility field,
point to fleet-gitops for existing repos, and cover long-running commands,
  sandboxes, non-interactive runs, and Windows
- allowed-tools pre-approves only this skill's script, not any python3 command
- test that the .agents pointer's frontmatter matches SKILL.md
Running the skill against dogfood (4.94.0) turned up:

- The dry run failed when a masked value wasn't in .env: the unquoted
******** mask parsed as a YAML alias. It's now passed quoted.
- enable_profile_validation was always written, and released fleetctl
rejects it. It's written only when Fleet returns it.
- Enroll secrets inside profiles and DDM assets were exported as plain
text. They're now written as the secret's variable, and reconcile
fills it in before comparing. Scripts get a REVIEW line instead.
- Fleet-maintained app scripts that were older copies of the catalog's
were pinned as custom scripts, which would stop Fleet's updates to
them. They're left out and listed for review (--keep-fma-scripts
keeps named ones); the API's *_script_edited flags win when present.
- Custom packages pinned Fleet's default install/uninstall scripts.
They're recognized against copies of pkg/file/scripts (kept in sync
by a test) and left out.
- hash_sha256 is no longer pinned for URLs that don't name a version;
policies reference those packages by package_path.
- A .deb and .rpm of one app now get -deb/-rpm names instead of a
  fleet subfolder.
- Script platform hints never matched paths after a space or quote,
  and missed udev; both fixed.
- SKILL.md's description still had <os>/<kind>, failing the pointer
  test.
The skill's README is now an end-to-end guide for admins: install and
log in to fleetctl, add the skill, run the export, answer the review
questions, and turn on GitOps in CI in a safe order. A shorter version
for fleetdm.com lives at articles/export-fleet-to-gitops-with-an-ai-agent.md.
When fleetctl wasn't installed, configured, or logged in, preflight
failed with a generic "can't reach Fleet" and told users to run
`fleetctl login` before an address was set. Each setup FAIL now names
its step (install fleetctl, set the Fleet address, log in to Fleet,
reach Fleet) and the exact command, with the user's --context/--config
flags and the server's fleetctl version when known.

SKILL.md's new "Set up fleetctl" section has the agent install
fleetctl (after asking) and set the address itself, and send the user
to their own terminal to log in, so a password or API token never
passes through the agent. Both guides mention that the agent helps
with setup.

- Read an omitted enable_profile_validation as true in reconcile, so a
  dropped or flipped value fails.
- Fail instead of quoting a YAML-unsafe value that a profile or DDM
asset also uses; quotes would land in the profile.
- Leave out profiles, DDM assets, and scripts holding a short enroll
secret as a whole word (gap note); warn on any other occurrence.
- Delete plan.json before collecting, so a failed collect leaves none.
- Compare org integration lists (Jira, Zendesk, Google) and certificate
authorities, dropping the fields held as variables on both sides.
- Never pin hash_sha256 for a file named for a channel (latest,
current, stable, nightly), even under a versioned folder.

- Scan DDM activations, the setup experience script, and software
scripts for enroll secrets; fleetctl sends these as-is, so the item is
left out with a GAP note instead of committing the secret.
- Reconcile compares certificate authority secrets by the variable
planned for them, and reports integration and CA kinds only the repo
  has as additions.
- A package under a channel folder (/latest/) pins its hash only when
  the path names the version.
- The report lists exported items with warnings apart from gaps.

- The fleetd install script counts as Fleet's default only for a fleetd
.pkg (bundle ID com.fleetdm.orbit), as Fleet's getInstallScript does,
so a custom copy of it on another package is kept.
- Reconcile reads referenced files through a guard: a missing file or a
directory is a "(missing file)" value instead of an exception, and the
reference check reports a path that isn't a file.

Review comments:
- Scan every value of a software title (package and App Store app
configurations included), ADE profiles, and bodies that aren't UTF-8
(matched as bytes, UTF-16 too) for enroll secrets.
- The planner warns about a short secret inside a word only for items it
writes, and the report keeps warnings for left-out items out of
  "Exported".
- Fleet's fleetd install script is never treated as a default: Fleet
uses it for fleetd's .pkg whatever is uploaded, and the API can't tell
fleetd apart, so a stored copy is kept.
- A package with no reported version doesn't pin hash_sha256.
- Reconcile reads repo-only SSO keys (Premium-only JIT flags on Free).

Robustness:
- export, place, and validate clear validation.json, which records the
plan's hash; report ignores results from another plan and says so.
- validate writes its results even when a step raises, fails when
nothing was compared, and catches fleetctl, validator, .env, and
  timeout errors as findings.
- scaffold runs fleetctl new into an empty folder, so a rerun doesn't
copy an earlier export (or .env) into the pristine scaffold.
- Reconcile coerces YAML of unexpected shapes, keeps globs and paths
inside the repo, and compares each fleet file on its own.
- The orphan check skips OS junk files and gitignored paths.
- Missing endpoints on older servers (custom host vitals, Graph
  credentials) read as empty.
- place records what it wrote even when it fails, and removes scaffold
examples no file occupies after plan.json edits.
- export warns when it replaces an edited plan.json; notes are deduped.
…erently

- When an Unassigned policy uses run_script or
  resend_configuration_profile, Unassigned's controls go in
fleets/unassigned.yml (fleetctl checks those policies against that
file's own controls) and default.yml's controls are commented out.
- Labels and reports whose names aren't ASCII are left out with a gap
  note; fleetctl rejects them.
- A policy on a multi-package title installs the package it picked
(software_package_id), named by hash_sha256, which is pinned for that
  package.
- An MSI's default uninstall script depends on its upgrade code, as on
apply, so a stored product-code script isn't dropped when the title
  has an upgrade code.
- fleets/no-team.yml is reserved like fleets/unassigned.yml.
- $FLEET_SECRET_ in YAML is escaped as literal text, except in
controls.name_template, where the server fills it in.
- Keys that start with a digit are quoted, and $ in keys is escaped.
- [ and { are allowed in file names (fleetctl accepts them in path:).
- Manual labels note that their hosts are written as host IDs.
- The enroll-secret scan covers policies, reports, labels, profile
metadata, YARA rules, and the Windows EULA, and catches JSON-, URL-,
and XML-escaped occurrences and base64 <data> payloads. Items holding
one are left out with a gap note.
- In agent options and features, a credential-named key (AWS secret
keys, tokens, passwords) or a value holding an enroll secret is
written as a variable the dry run reads back from Fleet, which returns
  these settings unmasked.
- A package URL with credentials (user:pass@, or a token, key,
signature, or auth query parameter) is written as a variable read from
  the software title.
- The plan's inventory keeps no values for items left out because of a
secret, keys left-out titles by hash, and leaves variable-held
settings out, so plan.json holds no secret.
- Reconcile no longer prints content hashes on a mismatch.
- A profile with a credential-looking key in plain text (Password,
SharedSecret, ...) gets a warning to move it into $FLEET_SECRET_.
- validate fails when a repo file holds the value of any variable the
dry run fetched, and warns when the work folder does.
- Any repo key that no comparison reads now fails ("isn't compared with
Fleet"), at the top level and under org_settings, settings, and
controls. Old key names fleetctl still maps get a hint; the list
mirrors pkg/spec/gitops_deprecations.go (checked by a test).
- Each $VARIABLE has to sit where the plan put it, and nowhere else, so
a value written out in its place or another variable fails.
- Newly compared: org_settings.mdm (Apple Business, VPP, Windows
automatic enrollment, end-user authentication, EULA files),
Microsoft Graph credentials, the number of enroll secrets, YARA rules,
org logos and their files, webhook intervals, custom host vitals,
fleet names, Apple account provisioning, setup experience files (the
setup script by hash, the ADE profile parsed, no bootstrap package
URL), a fleet's Google Calendar block, Android certificates, policy
resend and patch options, profile activations the repo adds, and
software setup experience, icons, .ipa configurations, and App Store
  auto-update windows.
- Agent options and Windows update deadlines compare exactly (false,
0, and empty values count); omitted features read as fleetctl fills
them in (true, historical_data too); an FMA left without categories
  reads as the catalog's.
- YAML items (policies, reports, labels) fail on fields Fleet has no
  value for.
- macos_updates is written when update_new_hosts is on without a
  minimum version.
- A package URL with credentials keeps its variable however a policy
reaches the package (Fleet lists it in software_package and packages),
so the token stays out of plan.json and reconcile messages.
- scaffold reads the layout from the fresh scaffold, so rerunning it
over an earlier export doesn't turn exported fleet files into
  templates (place then failed).
- Multi-version App Store apps and .ipa configurations reconcile
cleanly; a fleet entry's paths resolve from the fleet file.
- An App Store app's VPP location is compared.
- The leak check looks only for secret values, not webhook URLs or IdP
metadata a script or profile may share.
- Agent options and non-scalar features differences don't print values.
- The secret scan reads only fields the export writes.
- Variables for Unassigned controls name the file that holds them.

Minor · Fix .env parsing of a quoted value that has a trailing comment. · checks.py:239-244

.claude/skills/fleet-gitops-export/scripts/checks.py:239-244
Minor · Functional Correctness · Quick win

Fix .env parsing of a quoted value that has a trailing comment.

A line such as A="abc" # note starts with a quote but does not end with one. The parser therefore treats it as the start of a multi-line value. It then appends the following lines to A until it finds a line that ends with ". Variables on those lines are never read. A ends up with a wrong value.

dry_run_env then reports the lost variables as "not set" and uses placeholders for them. The dry run also gets a wrong value for A. Trailing comments after quoted values are common in .env files. Match a complete quoted value, with an optional comment, before you fall back to the multi-line case.

Update the quoted-value handling in the environment parser so it recognizes a
complete quoted value followed by an optional trailing comment and stores only
the enclosed value. Fall back to multiline parsing only when the quoted value is
genuinely unclosed, preserving subsequent variable parsing and correct values
used by dry_run_env.
Minor · Validate blob names before reading them. · placer.py:162

.claude/skills/fleet-gitops-export/scripts/placer.py:162
Minor · Security & Privacy · Quick win

Validate blob names before reading them.

cmd_place accepts an edited plan.json, and _write_file() uses f["blob"] without validation. A traversal value or a symlink can make the read leave work/blobs and copy a local file into the GitOps repository. The owner-only work directory limits this to processes running as that owner, so this is not a major cross-user security issue. Reject non-digest names and require the resolved source to remain under work/blobs.

Suggested fix
         path.parent.mkdir(parents=True, exist_ok=True)
         if "blob" in f:
-            content = (self.work / "blobs" / f["blob"]).read_bytes()
+ blob = f["blob"]

+ raise ValueError("refusing blob: expected a SHA-256 filename")
+            blob_root = (self.work / "blobs").resolve()
+            blob_path = (blob_root / blob).resolve()
+            if not blob_path.is_relative_to(blob_root):
+ raise ValueError("refusing blob: path resolves outside work/blobs")

Update _write_file to validate f["blob"] as a SHA-256 digest filename before
reading it, then resolve the blob path and verify it remains within the resolved
work/blobs directory. Reject invalid names or paths that resolve outside that
directory, and preserve the existing content-writing flow for valid blobs.

- Reconcile doesn't print values that aren't plain scalars for
integrations, certificate authorities, and SSO settings, where a
credential written out in the repo could otherwise reach
  validation.json and the report.
- A body that decodes as UTF-8 but holds NULs (UTF-16 without a
byte-order mark) is also matched in UTF-16.
- The report's rerun commands shell-quote their paths, and the
  concatenated line is explicit.
- place writes .env.example, .gitignore, README.md, the workflow, and
gitops.sh through the containment check, and refuses a blob name in
plan.json that isn't a digest inside the work folder's blobs.
- .env reading accepts a quoted value followed by a comment.

@allenhouchins, aside from my one nitpick, the article reads well.

## Answer the review questions

Fleet doesn't record a few details, so the agent checks them with you before it writes the files:

I got confused by this line when scanning:

Fleet doesn't record a few details

What do you think about this rewrite:

Before it writes the files, the agent asks you about a few things it can't tell from Fleet:
