Related issue: Resolves #54778

Error messages for policy automations set on global policies still said "team policies". Updated them to say "fleet-level policies":

  • run_script can only be set on fleet-level policies (GitOps)
  • install_software can only be set on fleet-level policies (GitOps)
  • resend_configuration_profile can only be set on fleet-level policies (GitOps)
  • resend configuration profile can only be set on fleet-level policies (datastore)

Review in Change Stack →

Navigate logical layers of code changes, visualize relationships, and explore their blast radius.

Walkthrough

The parser changes its team-name checks for run_script, resend_configuration_profile, and install_software. Global-policy error messages, related test expectations, and a policy error description now use fleet-policy wording.

Priority: ⬇️ Low

Severity of issue fixed: Low

Merge Risk: 🔵 Low · up to 91295

API users can still receive inconsistent terminology when a global policy specifies software. The wording should be corrected, but this does not block policy validation.

🟡 Minor · Use fleet-level wording for global software-title errors. · policies.go:62-65

server/datastore/mysql/policies.go:62-65
🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Use fleet-level wording for global software-title errors.

When an authorized caller submits a policy spec with an empty Team and nonzero SoftwareTitleID, service validation passes it to MySQL, which returns the old “team policies” wording. Change the message to “fleet-level or ‘No team’ policies”; No team is a distinct scope. This changes only the diagnostic.

Suggested fix
-	errSoftwareTitleIDOnGlobalPolicy = errors.New("install software title id can be only be set on team policies")
+	errSoftwareTitleIDOnGlobalPolicy = errors.New("install software title id can only be set on fleet-level or \"No team\" policies")

**Related issue:** Resolves #55077

Follow-up to #54777. The five remaining `install_software` errors in
`parsePolicyInstallSoftware` (`pkg/spec/gitops.go`) still said "team".
They now say "fleet":

- `install_software.package_path URL <url> not found on fleet: <path>`
- `install_software.package_path SHA256 <sha> not found on fleet:
<path>`
- `install_software.hash_sha256 <sha> not found on fleet`
- `install_software.app_store_id <id> not found on fleet <fleet name>`
- `install_software.fleet_maintained_app_slug "<slug>" not found in
software.fleet_maintained_apps for fleet <fleet name>`

## Testing

- [x] Added/updated automated tests
- Updated the existing assertions for the URL and `hash_sha256` errors.
- Added `software not found on fleet errors say fleet` to
`TestParsePolicyInstallSoftware`, which covers the three errors that had
no test: package SHA256, `app_store_id`, and
`fleet_maintained_app_slug`.
  - `go test ./pkg/spec/` passes.
- [x] QA'd all new/changed functionality manually

Followed the test plan from the issue against a local `fleet serve --dev
--dev_license`, using a fleet file with an empty `software:` section and
the five QA policies, and ran `fleetctl gitops -f fleets/qa.yml
--dry-run`.

Before (`main`):
```
* failed to parse policy install_software "QA url": install_software.package_path URL https://example.com/a.pkg not found on team: ../software/url.yml
* failed to parse policy install_software "QA sha": install_software.package_path SHA256 aaaa1111…1111 not found on team: ../software/sha.yml
* failed to parse policy install_software "QA hash": install_software.hash_sha256 bbbb2222…2222 not found on team
* failed to parse policy install_software "QA fma": install_software.fleet_maintained_app_slug "1password/darwin" not found in software.fleet_maintained_apps for team QA 55077
```

After (this branch):
```
* failed to parse policy install_software "QA url": install_software.package_path URL https://example.com/a.pkg not found on fleet: ../software/url.yml
* failed to parse policy install_software "QA sha": install_software.package_path SHA256 aaaa1111…1111 not found on fleet: ../software/sha.yml
## Summary by CodeRabbit
* **Bug Fixes**
* GitOps installation errors now report missing software references as
not found on the fleet, rather than on the team. This applies to package
URLs and hashes, App Store app IDs, and Fleet-maintained app slugs,
making the location described in the error messages more consistent
across these software types.
