Fixes https://github.com/superfly/docs-tracking/issues/307

Every ](/path#fragment) link in the MDX now resolves to a heading id on the live site (checked with a script, 314 links, 0 broken).

  • Repointed links whose headings were renamed or moved, including Mintlify's fly-io / fly-toml slugs
  • Dropped #main-content-start fragments
  • Where the section is gone: removed the free allowances sentence and the Rails recap sentence, linked AnyCable's Redis step to Upstash Redis, and pointed Django's managed Postgres link at /postgres

Point links at heading ids that exist on the live site, drop
#main-content-start fragments, and match Mintlify's slugs for
headings containing Fly.io and fly.toml. Refs superfly/docs-tracking#307.
Repoint or remove links to sections that no longer exist, and drop
two sentences that relied on them (free allowances, Rails recap).
Refs superfly/docs-tracking#307.
