@tgmux @rlhennig This PR represents a rewrite of the SIG documentation as it existed in the wiki. It is NOT all of the documentation that was there, however much of the documentation was redundant and duplicated content between documents. I still have all of the source documents, so if you see something that is missing, let me know. Things that I've deliberately changed:

• Documentation should be public facing under the https://docs.rockylinux.org umbrella
• did not include the build.md, proposal.md, release.md, testing.md- these documents contained either duplication, nothing (in the case of the testing.md document) or information that would not pertain to all SIGs across the board.

If you see something in that list of "not included" files that is crucial, let me know and I'll attempt to rewrite that file so that it makes sense. Also, if you see something you DON'T like that I've included in this PR, let me know that as well.
