Update the PEP to clarify that integers and floats should be serialized to strings, and specify that when there are duplicate keys the second key wins in a JSON object.

Update the PEP to clarify that integers and floats should be serialized to strings and specify that when there are duplicate keys the second key wins in a JSON object. Also make the new metadata files required.
