Given that this is developer documentation, it's probably fine to just link to the README in
Tools/jit/README.md.Hi, I’d like to work on this issue. I’ll read through the contributing guide and the existing JIT documentation first. Is it okay for me to pick this up?

The guide should have a section about JIT builds, even if it mostly delegates to a link to the JIT building docs.

The main JIT building documentation is pretty hidden, being mentioned in 3.13 What's New but not in the devguide.
