import_cldr should print URL to allow manually fetching data #811

Overview Description

When I am behind a corporate firewall, the download of the CLDR fails. It actually halts and I had to use Task Manager to kill the Python process.

It would be nice if the script at least explained that it is fetching http://unicode.org/Public/cldr/37/core.zip , so I could manually fetch it and put it into the expected directory.

Steps to Reproduce

  1. Windows, behind a corporate firewall which blocks all sorts of stuff
  2. Run python3.7 setup.py import_cldr

Actual Results

The process halts indefinitely at:

$ python3.7 setup.py import_cldr
running import_cldr
Local copy 'C:\Users\vandjohn\gh\babel\cldr\cldr-core-37.zip' not found
Downloading 'cldr-core-37.zip'

Expected Results

Some sort of hint what is being downloaded, an error message, and ideally a timeout.

Reproducibility

Depends on the firewall.
