Example of brokenness:

Buffer.allocUnsafeSlow(16).fill('a', 'utf16le').toString('utf16le')
// expect: 'aaaaaaaa'
// get:    '慡慡慡慡慡慡慡慡'

Seems to be treating the character as latin1.
