What steps will reproduce the bug?
A Simple call to Date.prototype.toLocaleString should be performed so as to reproduce it: console.log((new Date()).toLocaleString("pt-BR")).
How often does it reproduce? Is there a required condition?

A return value in the format "dd/MM/yyyy HH:mm:ss" should be logged.
What do you see instead?
Since v18.3 a comma appeared between date and time (even differing from browsers) : "dd/MM/yyyy, HH:mm:ss".
Additional information
I know it was probably caused by the ICU upgrade (#45068), but I believe this behaviour was not supposed to change between minor versions.
