Support for ANSI_X3.4-1968 encoding #43185

What is the problem this feature will solve?
There are other opensource libraries using the node module (buffer.js).
Currently, ANSI_X3.4-1968 encoding is not supported by the node module (buffer.js) and thereby their functionality fails, when an input with ANSI_X3.4-1968 encoding is encountered.
What is the feature you are proposing to solve the problem?
Add support for ANSI_X3.4-1968 encoding.
What alternatives have you considered?

Just use
