doc: v14 macOS arm64 support #40126

Documentation (both official and unofficial) regarding the status of v14 on macOS arm64 hardware is pretty confusing, mostly the word is "no go", but I believe the current status is that it's working. I'm not sure which "support tier" is applicable, maybe "Experimental"? Also not clear from https://github.com/nodejs/node/blob/master/doc/changelogs/CHANGELOG_V14.md when it might've started building.
Probably 14.17.0 which included #38051. We don't test or build Node.js 14 on macOS arm64 so Experimental is a reasonable tier.
I'd like to add a row to https://github.com/nodejs/node/blob/v14.x/BUILDING.md, thoughts?
If you do open a PR please open it against the staging branch (v14.x-staging).

Starting with nodev16.3.0, I installed & usednvm0.38.0(nvm -v) to installv14.17.6(node -v)arm64(node -p "process.arch"), on macOS11.5.2(sw_vers -productVersion)arm64(uname -m).The "Versions" column is the version of macOS (not Node.js) so should probably be 11 (I don't think earlier versions of macOS are available for arm64).
