adjust how we pass RNGs to SciPy funcs #14379

SciPy 2.0 (due out this winter) will start warning about passing deprecated seed or random_state kwargs (both replaced by rng keyword arg). We should check that all our calls to scipy functions are using rng. Might be nice to be proactive instead of reactive for a change :)
