Create MicroShift OKD builds for the ARM architecture #84
Description
MicroShift depends on OKD images, which are not currently built and published on ARM (see https://issues.redhat.com/browse/OKD-215).
We can consider adopting the idea implemented at the minc-images repository. Once we have OKD builds on aarch64, producing MicroShift artifacts should not be a problem because it's a supported architecture downstream.

Thanks for creating the issue. Want to clarify one more thing around it payload in those arm64 build are mix of amd64 and arm64. Components which are used for microshift are only arm64 others are still amd64.
