feat(go): Go coverage — batch ecosystem entry + format hook plugin #832
Description
Per Brief item 2 in docs/topics/lint-static-analysis-gaps/PLAN.md (PR #829). go batch default (golangci-lint v2, format, go mod tidy; govulncheck optional) + Go format hook plugin. Formatter selection via pick-for-the-problem field survey (gofmt/goimports/gofumpt/golangci-lint fmt).

Released claim — second occurrence this session of the cross-actor collision pattern documented in #920: PR #910 (feat/832-go-ecosystem, first commit 2026-07-21T23:43:24Z) already covers this issue independently of this lane's claim (acquired 23:16:35Z) and worker (first/only commit 23:58:40Z, PR #908). #910 is materially more complete — full green CI including both review passes, non-draft, detailed design rationale for the goimports-vs-gofmt formatter choice (my worker picked gofmt; #910 picked goimports with stronger sourcing). Standing down this lane's #908 in favor of #910 per the same resolution the operator chose for the #740/#903 instance of this pattern earlier this session.
