feat(instance): configure default language for new users - #10153
Add an instance default language for new user profiles. Instance admins can choose a supported language in God Mode → General, and new profiles use it across password/provider sign-up, initial admin registration, and missing-profile creation during login. Existing profiles keep their chosen language.
DEFAULT_LANGUAGE follows the existing configuration mechanism: it seeds the instance configuration from the environment on first initialization; with SKIP_ENV_VAR=0, the environment controls it directly. God Mode shows the effective value as read-only in that mode. Unsupported admin values are rejected before any configuration updates; invalid environment or stored values fall back to English.

Documentation update
Test Scenarios
69 passed: 27 default-language contract cases plus the existing 42 authentication cases, using isolated PostgreSQL and Valkey.
Six profile-creation cases fail against unmodified preview because the profile language stays English, then pass with this change.
Actual local God Mode: choose 简体中文, save, reload, and verify the selection persists. With SKIP_ENV_VAR=0 and DEFAULT_LANGUAGE=es, it displays Español with disabled controls and an environment-management explanation.
Actual HTTP: an existing user's French preference stays fr; a newly registered profile receives zh-CN; that user can change their own preference to es.
Admin production build and type/lint checks, API Ruff lint/format, and changed-file oxfmt checks passed. The backend language-code set was checked against the 22 frontend-supported languages.
Local component checks (real form/useForm, with visual primitives and API boundary stubbed): 3 passed. Verified pristine forms follow refreshed server values, unsaved choices are retained, and read-only transitions show the effective value.
makemigrations --check --dry-run: no changes detected.
All runtime verification used synthetic local accounts and data. External OAuth provider exchanges were not exercised; their common profile-creation path is covered by the contract tests.

Summary by CodeRabbit
New Features
Administrators can set the instance’s default language in General settings when configuration is managed there.
New user profiles use the configured default language. Missing or unsupported values fall back to English.
When the default language is managed through an environment variable, it appears as read-only in General settings.
Bug Fixes
Invalid language selections are rejected without applying partial configuration changes.
Existing users’ language preferences are preserved when the instance default changes.
The change adds a configurable instance default language, exposes it in the admin General settings, and uses it when creating new user profiles. The API validates supported values and reports when environment configuration makes the setting read-only.

Summary
Define and seed the language setting apps/api/plane/utils/language.py, apps/api/plane/utils/instance_config_variables/core.py, apps/api/.env.example, packages/types/src/instance/base.ts
Adds supported-language normalization and a DEFAULT_LANGUAGE configuration entry. The environment example documents its default and fallback. The instance types include the setting and a read-only flag.
Read and validate configuration apps/api/plane/license/utils/instance_value.py, apps/api/plane/license/api/serializers/configuration.py, apps/api/plane/license/api/views/configuration.py, apps/api/plane/tests/contract/app/test_default_language.py
The API resolves the effective language, reports whether the setting is read-only, and validates updates. Contract tests cover configuration updates, fallback, environment mode, and configuration seeding.
Apply the language when creating profiles apps/api/plane/authentication/adapter/base.py, apps/api/plane/authentication/utils/redirection_path.py, apps/api/plane/authentication/views/app/magic.py, apps/api/plane/license/api/views/admin.py, apps/api/plane/tests/contract/app/test_default_language.py
New profiles created through signup, provider, missing-profile, and admin signup paths receive the configured language. Contract tests cover these paths and existing-profile language preservation.
Expose the setting in General apps/admin/app/(all)/(dashboard)/general/page.tsx, apps/admin/app/(all)/(dashboard)/general/language-form.tsx
The General page fetches instance configuration and displays the default-language form. The form handles submission, feedback, read-only mode, and saving state.

Cover non-English DEFAULT_LANGUAGE seeding in configure_instance.
The seeding test leaves DEFAULT_LANGUAGE unset and asserts only the en seed. A change that ignores a supported non-English value during seeding would still pass. The current seed reads the variable correctly, so this is a coverage gap, not a production defect.
The seed value is computed once, at import time, in core.py. configure_instance iterates the list that __init__.py builds from it. Setting the environment variable inside a test has no effect unless the modules reload in this order: core, then the package __init__, then configure_instance. Reloading core alone leaves the package list stale.
Add a test that sets DEFAULT_LANGUAGE to es, reloads those modules, runs configure_instance, and asserts es. Restore the environment in fixture teardown and reload again, so the existing en assertion still holds.

Add a component test for the dirty-form refresh rule.
The new effect in language-form.tsx keeps an unsaved selection when defaultLanguage changes. No test covers this path, and the admin app has no test script. A later change to an unconditional reset would pass the current suite. Add a component test that changes the default language while the form is dirty and checks that the selection is kept.
Test scope
Cover two cases: a dirty form keeps es after a config change, and an idle form (isDirty false) or a read-only form still refreshes to the new value.
