Support documents that span several repositories #595
Description
A channel and its document are bound to one repository. For a team whose services live in several repositories, executing almost any plan means changes in more than one, but the document can only point the Planner and the build at one of them.
I'd want multi-repo/repo-spanning docs. The services cover a number of repos, and any plan execution would require changes over a number of repos.
Expected: a document can name more than one repository, the Planner can read all of them, and Build can produce changes (and pull requests) in each.
