If some of the following don't apply, delete the relevant line.
Changes file added for user-visible changes in changes/, orbit/changes/ or ee/fleetd-chrome/changes.
See Changes files for more information.
Input data is properly validated, SELECT * is avoided, SQL injection is prevented (using placeholders for values in statements), JS inline code is prevented especially for url redirects, and untrusted data interpolated into shell scripts/commands is validated against shell metacharacters.
Timeouts are implemented and retries are limited to avoid infinite loops
If paths of existing endpoints are modified without backwards compatibility, checked the frontend/CLI for any necessary changes

Bug Fixes
The bootstrap package upload button is disabled when GitOps mode is enabled.
Action buttons maintain consistent spacing, preventing them from shifting on hover.
This PR addresses #55915 by making the bootstrap package uploader respect GitOps mode and adjusting shared action-button spacing to prevent the delete button from shifting.
Changes:
Passes GitOps mode state to the bootstrap package uploader.
Adds a regression test confirming Upload is disabled in GitOps mode.

When GitOps mode is enabled, BootstrapPackageUploader passes the mode state to FileUploader. A test checks that the Upload button is disabled in that state. The list-item actions container now uses gap spacing instead of per-button right margins.

Explanation
Issue #55915 requires the bootstrap package uploader to be disabled in GitOps mode and to show the GitOps mode tooltip. BootstrapPackageUploader now enables FileUploader with gitopsCompatible and supplies gitOpsModeEnabled from useGitOpsMode. FileUploader disables the upload control and rejects drag-and-drop when both settings are active. The added test verifies that the Upload button is disabled in GitOps mode.

Explanation
The changes file records the uploader fix and the delete-button jump fix. The mixins.scss change replaces per-button margins with flex gap in the list-item action group. This directly supports the stated delete-button layout fix and does not establish an unrelated change.

FileUploader handles button clicks and drops through separate paths. The current test checks only the button, so it does not verify that BootstrapPackageUploader passes the GitOps state needed to block drops before mdmAPI.uploadBootstrapPackage runs.

Extend the GitOps-mode test for BootstrapPackageUploader to cover the separate
drag-and-drop path: spy on mdmAPI.uploadBootstrapPackage, dispatch a drop with a
file on the uploader wrapper, and assert the API is not called. Restore the spy
after the assertion, while preserving the existing disabled-button check.
