PR-unrelated flaky CI failure on Linux ARM64, Azure Linux 3.0, Debug Mono Minijit. The source PR changes only eng/pipelines/coreclr/templates/setup-roslyn-cache.yml and eng/pipelines/runtime.yml to seed rolling Debug Roslyn compiler caches; it does not change the affected networking or test code.
The theory case sslProtocol: None, certificateRequired: True, certSource: ClientCertificate expects the TLS connection to resume, but observes False in RunConnectionAsync. The cause has not been established; no deterministic local reproduction is claimed.
Related: #134825 records the same test and assertion on Windows x64 CoreCLR for sslProtocol: Tls13, certificateRequired: True, certSource: CertificateContext. Its matcher hard-codes that different theory case, so it does not cover this Linux/Mono occurrence. A shared root cause has not been established.
