tools/name_usage.py fails with HTTP 431 for some Cyrillic words #680

uv run python tools/name_usage.py Младший reports Wikidata failed; query failed: HTTPError: HTTP Error 431: Request Header Fields Too Large. So do Старший, Младшая, Старшая, Молодший, Молодша and Старија. Младши and Старша succeed. The query probably carries every case variant in the URL, and Cyrillic percent-encodes to six bytes per letter, so longer words overflow the request line. A failed lookup reads like "no data", and the tool exists to support collision decisions, so this is easy to miss.
