This PR fixes Issue #11661 where the
borderDashconfiguration was being ignored on radial scale grids.Changes made:
drawRadiusLineinsrc/scales/scale.radialLinear.jsto correctly prioritizegridLineOpts.borderDashoverborderOpts.dash.test/fixtures/scale.radialLinear/grid-border-dash.jsto prevent future regressions.
