A reset stream from proxy.golang.org failed go mod download, and with it the job and any merge queue group it was in. GOPROXY now falls back to the origin on any proxy error, unless the caller sets GOPROXY, and the setup downloads retry before they fail.

A reset stream from proxy.golang.org failed
go mod downloadand took a whole merge queue group with it (authzed/internal run 38567138769).GOPROXY=https://proxy.golang.org|directfor the rest of the job, unless the caller already setsGOPROXY. With a pipe, the go command falls back to the origin on any proxy error. With the default comma, it falls back only on a 404 or 410.go mod downloadup todownload-attemptstimes (default 3), with a short backoff, before it fails.
