Can we make ratio based upscale instead of 2x or 4x always? #478
Model architectures are generally built around integer-based scales (1x, 2x, 3x, 4x, etc.), so that's the typical way of doing it. Generally the recommendation for a non-integer scale is to use a model closest to that ratio and then scale up/down.
