What does this PR do?

Type of change: new feature

Upgrade the ONNX extra on Linux x86-64 with Python 3.11+ to select the CUDA 13 CuPy package and ONNX Runtime GPU 1.30.0 from PyPI. The declared ONNX Runtime range is >=1.29,<1.31 so the documented CUDA 12 alternative can use Microsoft's stable 1.29.0 CUDA 12 wheel with explicit dependencies. Other platform and Python 3.10 selections retain their previous versions.

Update the ONNX PTQ container and GPU test setup for CUDA 13, refresh the dependency lock, and document both installation paths. Adapt the TensorRT Python benchmark to TensorRT 11's removal of the explicit-batch flag while preserving strongly typed networks. Make three graph-rewrite tests independent of ONNX Runtime's version-specific graph fusions.

Usage

# From this branch, in a compatible CUDA 13 environment on Linux x86-64 / Python 3.11+:
python -m pip install -e '.[onnx]'

See the Linux installation guide for the explicit CUDA 12.8 path.

Testing

  • Built the ONNX PTQ modelopt Docker target with ONNX Runtime GPU 1.30.0 and CUDA 13 dependencies.
  • Ran an ONNX Runtime 1.30 CUDAExecutionProvider MatMul session with CPU fallback disabled.
  • Installed the documented CUDA 12 dependencies with ONNX Runtime GPU 1.29.0 from Microsoft's feed; pip check passed, and a CUDAExecutionProvider MatMul session ran with CPU fallback disabled.
  • Initial broad ONNX unit and GPU run: 820 passed, 7 failed, 4 skipped, 12 xfailed. After the fixes, all seven failed cases passed focused reruns, including the INT4 AWQ case with TORCH_CUDA_ARCH_LIST=8.9. The full suite was not rerun after these fixes.
  • uv lock --check --offline, pre-commit on changed files, Python syntax check, and git diff --check passed.

Before your PR is "Ready for review"

Make sure you read and follow Contributor guidelines and your commits are signed (git commit -s -S).

Make sure you read and follow the Security Best Practices (e.g. avoiding hardcoded trust_remote_code=True, torch.load(..., weights_only=False), pickle, etc.).

  • Is this change backward compatible?: ❌ — the default ONNX GPU extra on Linux x86-64 / Python 3.11+ now needs a CUDA 13 runtime; the CUDA 12 path is documented separately.
  • If you copied code from any other sources or added a new PIP dependency, did you follow guidance in CONTRIBUTING.md: ✅ — no third-party code copied; the CUDA 13 variant of the existing CuPy dependency is selected.
  • Did you write any new necessary tests?: ✅ — existing graph-rewrite tests were adapted and GPU benchmark tests exercised.
  • Did you update Changelog?: ✅
  • Did you get Claude approval on this PR?: N/A — draft PR; review has not run yet.

Summary by CodeRabbit

  • Updates
    • On Linux x86-64 with Python 3.11 or later, the ONNX extra now defaults to ONNX Runtime 1.30.x with CUDA 13. GPU calibration requires a compatible CUDA 13 runtime and driver.
    • Python 3.10 and other platforms retain their existing ONNX dependency selections.
    • Added installation guidance for using CUDA 12.8+ with Python 3.11 or later.
  • Bug Fixes
    • Improved compatibility with TensorRT versions that do not support the explicit batch network flag.

📝 Walkthrough

The ONNX extra now selects CUDA 13 packages for Linux x86-64 on Python 3.11 and later. Documentation and example tooling reflect this default and describe a CUDA 12 alternative. The change also updates TensorRT network flag selection and graph optimization settings in selected tests.

Changes: ONNX CUDA package defaults

Layer / File(s) Summary
Platform-specific package policy
pyproject.toml, docs/adr/0001-onnx-runtime-cuda-13-default.md, CHANGELOG.rst
The ONNX extra selects CuPy CUDA 13 and ONNX Runtime GPU versions from 1.29 up to, but not including, 1.31 for Linux x86-64 on Python versions above 3.10. The ADR and changelog describe the selections and platform scope.
Installation guidance and CUDA 13 tooling
docs/source/getting_started/_installation_for_Linux.rst, examples/onnx_ptq/Dockerfile, examples/onnx_ptq/README.md, noxfile.py
Linux installation guidance describes the CUDA 13 default and a CUDA 12 alternative. The ONNX PTQ example and GPU Nox session reflect the CUDA 13 setup.

TensorRT benchmark network flags

Layer / File(s) Summary
TensorRT network flag selection
modelopt/onnx/quantization/autotune/benchmark.py
TensorRTPyBenchmark adds EXPLICIT_BATCH only when the TensorRT API exposes that flag. It continues to enable STRONGLY_TYPED.

ONNX Runtime test options

Layer / File(s) Summary
Disable graph optimizations in selected tests
tests/unit/onnx/quantization/test_qdq_utils.py
Selected equivalence, Gemm transB-flip, and floating-weight output tests disable ONNX Runtime graph optimizations.

Bot review (bedrock-claude-opus-5-5) — DM the bot to share feedback.

Nudge: the dependency upgrade looks correct, but it breaks the default [onnx] install for CUDA 12 users, and CI doesn't yet run the TensorRT 11 path this PR fixes.

Needs action:

  • Bump the gpu job in .github/workflows/gpu_tests.yml from pytorch:26.05-py3 to 26.07-py3 and delete its stale EXPLICIT_BATCH pin comment. noxfile.py now names 26.07, and the benchmark.py fix is only checked once CI runs TensorRT 11.
  • Confirm with the owner that it's acceptable for nvidia-modelopt[onnx] on Linux x86-64 with Python 3.11+ to require CUDA 13 by default.
  • Confirm the team wants a new docs/adr/ convention, since this PR is its first file. Also fix the Accepted (2026-10-14) date, which looks like a future date.
  • Add a pointer from pyproject.toml to the CUDA 12 manual dependency list in _installation_for_Linux.rst, so the two lists don't drift apart.

No action needed:

  • Design gate: this is a version and platform-selector change, not a new subsystem. The pyproject markers are mutually exclusive and keep other platforms on their existing pins.
  • The edits to existing tests in test_qdq_utils.py are justified. They only add ORT_DISABLE_ALL, so numeric checks no longer depend on ORT-version fusions, and every assertion is unchanged.
  • Core logic is about 6 lines. The rest is uv.lock, config and docs.

**CUDA specific dependencies**

* By default, ``cupy-cuda12x`` is installed for INT4 ONNX quantization. If you have CUDA 13, you need to run ``pip uninstall -y cupy-cuda12x`` and ``pip install cupy-cuda13x`` after installing ``nvidia-modelopt[onnx]``.
* On Linux x86-64 with Python 3.11 and later, ``nvidia-modelopt[onnx]`` installs ``cupy-cuda13x`` and ONNX Runtime GPU 1.30.x for CUDA 13. Python 3.10 retains the CUDA 12 packages and ONNX Runtime 1.22.x. See the CUDA 12 alternative below if you need CUDA 12 on Python 3.11 or later.

Update the ONNX Runtime requirement in the table.

Line 23 still lists ONNX Runtime 1.24, while this new guidance specifies 1.30.x for Linux x86-64 with Python 3.11+. Users who check the table first receive the wrong requirement. State the platform-specific versions in the table, or direct readers from that row to this section. (onnxruntime.ai)
